An SVG is a drawing, not a grid of pixels, so it has no single "correct" resolution. 1x uses the size the SVG was authored at (from its width and height, or its viewBox). Pick 2x, 3x or 4x for sharper results on high-DPI screens or in print, or type an exact width and the height follows the original proportions.

Choose PNG whenever the SVG has transparent areas or sharp lines and flat colors, like a logo, icon, or diagram. PNG keeps them exact and lets the background show through. JPG is only better for photographic content or when file size matters more than transparency.
Text is the usual cause. If an SVG uses a font that isn't installed on your device, the browser substitutes another one, and fonts or images the SVG loads from other websites can't be fetched at all when it's drawn as an image. Converting the text to outlines in your design tool before exporting the SVG makes it render the same everywhere.
